The UPL Member
In 2002, Larry Miller accepted an invitation from the office of the Attorney General
to serve on the Unauthorized Practice of Law Committee. The UPL Committee is a Pennsylvania Bar Association venture which
investigates unauthorized practices of law and has the power to report them directly to the office of the Attorney
General, the PBA disciplinary board or other appropriate prosecutorial board if further action is necessary. The
UPL Committee has been responsible for protecting Pennsylvania’s consumers in many areas, causing several Living
Trust Companies to be prosecuted under the fullest extent of the law, with the help of the office of Pennsylvania’s
Attorney General. Although Larry resigned from the UPL Committee in 2007, he still communicates with its members
and reports any known unauthorized practice of law to the committee. Larry has also testified as an Expert witness
based on his past service with the UPL Committee.
Fraudulent companies have used unauthorized practices of law to unfairly gain from innocent consumers their
money, trust, and assets. Many schemes have targeted Pennsylvania’s senior citizens, taking from them their lifelong
earnings and valuable possessions. Larry has personally investigated many of these companies, and has been pleased
to have been informed that his efforts were instrumental in leading to prosecution of several of these entities
by the Attorney General’s Office, and the elimination of the illegal activities of several more entities. Larry
has personally caused several financial companies to cease and desist illegal activities used to defraud seniors
of their hard earned cash.
Larry’s personal investigations into many seminars, companies, and other schemes have arisen from consumer’s
complaints made directly to his office. Larry still serves as a conduit for complaints of UPL and other fraud
to the Attorney General’s office. Larry encourages anyone in Pennsylvania who feels they have been taken advantage
of by any unauthorized practice of law, including but not limited to advice or sales of living trusts by an unlicensed
